This is a top view scan of the Japanese base set booster deck box (which would contain multiple decks inside). This has always been one of my favorite pieces of Pokemon art, WAY cooler than the US deck box packaging! Looking at the style I can only assume the illustration is by Mitsuhiro Arita (1996). Again, note Charizard’s single horn! Also thank you cyndaquilsays  for pointing out that this was probably drawn when clefairy was planned to be the mascot. Very interesting!
